In recent years agrivoltaics has become one of the most talked-about and fastest-developing areas of renewable energy in Israel.
On one side, the state continues to push the move to green energy and to increase electricity generation from renewables significantly. On the other, Israeli farming faces complex financial, environmental and climatic challenges, alongside a shortage of available land.
The solution that brings the two worlds together is the agrivoltaic system: an advanced combination of active farming and solar generation on the same piece of land.

What is agrivoltaics?
Agrivoltaics is a model that allows solar panels to be installed above active agricultural land while the ground beneath continues to be worked and farmed.
Instead of choosing between farming and energy generation, the land serves both purposes at once: growing produce alongside generating electricity from the sun
The model makes more efficient use of the land, creates an additional income for farmers and increases green energy generation in Israel.
Why is agrivoltaics gathering pace in Israel?
Israel is considered an ideal country for agrivoltaic development thanks to:
- a sun-drenched climate
- a shortage of available land
- growing demand for renewable energy
- a desire to keep agricultural land in active use
- government support for dual-use land projects
In recent years the state has begun to advance regulation and outline plans intended to organise the field and encourage agrivoltaic facilities across the country.

The government has already approved a plan to regulate the field
Israel has approved a national outline plan (TAMA) allowing agrivoltaic facilities to be built on agricultural land, with active farming as a binding condition.
The purpose of the plan is to combine:
- green energy generation
- safeguarding food security in Israel
- strengthening local agriculture
- advancing climate resilience
- efficient use of the land
Oversight and enforcement mechanisms have also been defined, to ensure that farming continues after the solar system is built.
Why active farming matters in agrivoltaic projects
One of the central emphases in the state’s new policy is that the land goes on being worked and that farming continues properly alongside the solar system.
According to the Ministry of Agriculture and Food Security, maintaining agricultural activity in Israel is of strategic importance, both for today’s needs and for future generations. Agrivoltaic projects are therefore not intended to replace farming but to combine electricity generation with active farming on the same land.
Under amendment 24 to TAMA 1, an agricultural appendix must be submitted as part of the planning and permit process for agrivoltaic facilities.
The agricultural appendix is intended to:
- ensure farming continues on the site
- assess how well the crops and the solar system fit together
- allow oversight and monitoring of the farming
- ensure the land is used properly in dual use
The appendix is submitted both at the zoning plan stage and at the building permit stage, and professional adjustments can be made according to the nature of the project and the agricultural needs. Click to view the appendix published in April 2026

An agrivoltaic system is far more than installing solar panels. It is a complex project that brings together:
regulation and planning, active farming, structural engineering, electrical design, permits and licensing, soil and site surveys, and financial planning and returns
That is why it matters to work with a professional company that understands both solar energy and the complexity of agricultural and infrastructure projects.
